Someone is locking statistics folders in my DPT

It has occured at least 4 times within last week. Someone is locking Recruiting Statictcs Folders for two of my recruiters SGT.Willson and SPC.Kalinowicz
in the morning I get a PM from Specialist Kalinowicz that His folder is locked, I unlock it I come back from work boom folder is locked again. I am talking about those 2 below

theese two Recruiters are still a part of the department and they need to update their forlders whenever they recruit someone, whenever one of their recruits graduates etc.
Can someone look into it?
